Upgradation of Grade Pay of LDC/UDC: Date of next hearing is 01/04/2020.

This Association has taken up the LDC/UDC, MACP on Promotional Hierarchy, and other issues related to Administrative Staff with Confederation. Copy of the letter sent to the Secretary General, Confederation is given below: All our LDC/UDC friends are requested to raise the issue in their respective Association to force them to represent the issue to Confederation/JCM Staff Side.

Dear comrade,

This is in connection with LDC/UDC, MACP on Promotional hierarchy and other issues related to Administrative Staff of Subordinate offices. It is surprising to note that the 7th Pay Commission has turned down the genuine issue of LDC & UDC on the ground that the government has stopped direct recruitment for the clerical cadre and gradually phasing out the existing incumbents. If this is true, it is a matter of great concern that the Government has chosen to take a unilateral decision on an important policy matter without consulting the Staff side. The reason given for rejection of the demand is not convincing.

Besides Confederation/Staff Side JCM, several Departments had recommended upgradation of grade pay of LDC & UDC of Administrative Offices especially the LDC & UDCs of subordinate offices of Government of India.

Extracts of the Pay Commission comments on the matter is given below:

By analyzing the demand of SVP, National Police Academy under Para 11.22.100 the Commission has said “This issue has been dealt in Chapter 7.7. Recommendations made there would apply in this case also”
As against the demand of Directorate of Printing under Para 11.52.32 Commission maintained that “posts like LDC, UDC, Accountant are common to a number of ministries/ departments. Recommendations regarding their pay are contained in Chapter 7.7 and Chapter 11.35.”
But, in Chapter 7.7, deals common category, no recommendation for LDC/UDC is given.
However by recording disagreement to increase promotional quota of MTS to LDC under Para 7.7.37 & 11.35.28 Commission has said that “government has already stopped direct recruitment for the clerical cadre and gradually phasing out the existing incumbents, this demand cannot be accepted.”
But the fact is that Staff Selection Commission is frequently conducting recruitment for the post of LDC. Combined higher secondary examination for the selection of LDC also has been conducted recently. Moreover, no alternative recommendation to replace the LDC post is given in the report.  It is to be noted that the normal ratio of LDC and UDC in subordinate offices is 5:2 and thus LDCs have been allocated responsible sections and in many smaller offices LDC alone is handling the work of entire Administration. 

On the other hand rejecting Central Secretariat Clerical service demand for parity with DEO, the commission observes “Even though the entry requirements are similar, historically the pay scales of the two posts have been different. Besides, they comprise two distinct cadres with different set of roles and responsibilities. Hence, the demand for parity of pay of LDC with DEOs cannot be acceded to by the Commission.”(Para 11.35.38).

Historically these cadres may be different set of roles but the fact is that functions of LDC are more complex than that of DEO and same was brought before the commission by various Associations/Administrative Authorities. Earlier pay Commissions have fixed Pay Scale to DEO considering their work on computer. But today LDCs are selected on the basis of their expertise in computer operation also.

By concluding the LDC issue, I give hereunder two comments among the dozens of comments/e-mail received us on the subject. This signifies the sufferings of LDCs in subordinate offices.

(1)      I am really disappointed with the decision of 7th CPC, I was hoping that I would get atleast GP 2400 as per their calculation, they don't even think about lower classMyself Ashutosh, LDC and I am appointed on 2012, 3000 KM far from my house and from last 2 years I am doing the work of cashier along with all the work of Income Tax and budget, apart from me 4 more LDC's are working here instead of UDC's and they are the backbone of their branch but as per 7th CPC words we are not having as much responsible work they think LDC's are recruits only for "dispatch" and "typing" which is not true. 
I request to them, sir please come and see how much responsibility we have and what we are getting,
 
(2)      I am s murugan LDC, handling with pay bills, income tax, TDS and what are related to taxable income such as LTC encashment, final bills, HRA claim and etc...
In 7th Cpc report every where it is stated that this is dealt with chapter 7.7 and 11.35. But, there are no clear instructions for clerical.
The major error is clerical cadre is not included in common categories (chapter 7).
II         Grant of MACP on Promotional Hierarchy:
            Even though the Confederation has clarified that the Commission has recommended MACP on promotional hierarchy, the report of the Commission is confusing and contradictory. Para 5.1.44 reads in the new Pay matrix, the employees will move to the immediate next level in the hierarchy. This can be interpreted as fixation in the same principle as that for a regular promotion. But Para 11.52.45 is contradictory.

III        The Grade Pay of  Assistants/Stenographers of Central Secretariat is brought down to Rs. 4200 from the existing Rs. 4600 and NFSG granted to the UDCs of Central Secretariat has been withdrawn thereby the demand for parity with the Grade Pay of Assistant/UDC of Central Secretariat is turned down.  

Comrades, Government is bent upon to contractorise all the Administrative posts below the post of Assistants. The demand for merger of Grade Pay of LDC & UDC and upgradation to Rs. 2800, as recommended by the staff side is genuine in accordance with duties assigned. Confederation/JCM (Staff Side) is requested to please help LDC/UDC and other Administrative Staff of subordinate Offices to resolve these genuine issues.

    The major error is clerical cadre is not included in common categories (chapter 7). SIR LDC Diary dispatch or typing hi nahi karte ye sab kaam bhi karte hai to aap se अनुरोध है हम लोगों के लिये कुछ तो अच्छा कीजिए

  2. Policies are made in closed A.C rooms. How those people could feel the pain of poor people like LDC's and MTS.When a policy is made it does not reach to the last man, the only reason is inadequate information of ground reality. As far as the the case of LDC 's are concerned the same thing happened, the real picture has not been taken into consideration. In subordinate offices, it goes without saying that the administrative cadre has been kept in isolation, no one has time to think about their deplorable conditions. When a country develops, contributions are not seen categorically rather its a combined effort of all.Hence when comes to a office the foundation is administration. But, today all this things doesn't matters, if a survey is conducted genuinly, people will be astonished to know that the some of our cadres other than administration projects there void work as if without them this country can't can't run but the veracity is different many of the posts have no work weather they are enjoying high remuneration and wasting govt. fund. These things are not analysed.. When a work is done by a clerk it is audited by A.G and Internal Audit and other audit also but when it comes to others work everybody keeps mum. When its a matter of upgeadation of any scientific posts no one try to see the justification of the demand and decisions are made on basis of representation. But, when a poor LDC's make their demand for a meagre enhancement in GP of just Rs.400, then lots of hue and cry in air. I don't understand where was the Govt. and other economist who are worried about deficit and growth rate of country in light of 7 CPC, when 6th CPC had recommended GP of Rs.4200' Rs. 6600, Rs. 7600 by keeping other scales lower.When a huge jump from Rs. 2800 to Rs. 4200 was given no one has objections. No body raised voice for LDC and UDC who were kept at the lowest GP and especially LDC after 10 years of service Govt. Pleased to award them with Rs. 100/-.Did ant one think, what a injustice it was ?No, everyone is busy with their own benefits then why we are a part of union, associations or confederation. Actually things are seen with different spectacles.We poor LDC's could pray only. But from this form I would like to make a humble request to our respected confederation to take appropriate action in thin regard whatever deemed fit to restore our faith in democracy confederation.WE WANT JUSTICE!!!!!

  3. The MACP issue should be addressed on top priority coz it covers all categories and it is already waiting for supreme court verdict on 04.01.16.

  4. This is on the issue of MACP for non-gazetted administrative posts.

    The MACP system should be changed into Promotional Basis ATLEAST ONE TIME AT THE LEVEL FROM NON-GAZETTED POST TO GAZETTED POST instead of just increase in grade pay. Many seniormost employees who have already put more than 10, 20, 30 years, because of non-availability of vacancy, they are still in the same designation (that means in the non-gazetted post only) by getting only minimum increase in the grade pay and retire without getting promotion to the next higher position in the gazetted post even though they are eligible for promotion to the gazette level post.

    Hence, it is required that those who have completed minimum residency period in the present post, they should be given promotion under MACP from non-gazetted level to gazette level.

    If 7th CPC and the government agrees for change of MACP system into promotional basis, its effective date, Commission’s / Government’s FOREMOST DUTY IS TO PROTECT THE SENIORS FIRST. THAT MEANS, THE SENIORS SHOULD BE GIVEN PROMOTION FIRST, THEN ONLY THE JUNIORS SHOULD GET PROMOTION. OTHERWISE, JUNIORS WILL GET PROMOTION TO THE NEXT HIGHER POST FROM THE DATE OF EFFECT OF MACP IN 7TH CPC AND THE SENIORS WILL BE IN THE SAME OLD DESIGNATION. Already the seniors are not benefitted in 6th cpc, atleast they should be benefitted by getting promotion BEFORE THE JUNIORS GET.

    THIS HAS TO BE TAKEN CARE BY THE 7TH CPC AND THE GOVERNMENT.

  5. LDC and UDC ki awaj sahi jagah kyu nahi pahucha pa rahi hai, 10 sal se ham demand kar rahe hai fir bhi kuch bhi nahi ho raha hai

  6. 7 CPC me LDC ka Transport Allowance bhi kam ho jayega abhi 1600 + DA milata hai 7CPC me level 1 & 2 ko 1350 + DA milega 2000 ka loss ho jayega

  8. The entire recommendations of the 7th pay commission are made on wits and whims. there is no logical conclusion to the recommendations submitted by the committee. They have more often taken hypothetical solutions but actually they have not gone into the details of that problem. In case of LDC and UDC they had not understood the complexities and importance of the posts. In every department, the people on these posts are the most burdened and trusted people who almost single handedly run the whole institutions. The work is not blue collar but white collar and is being carried out just for the functioning of the institutions. The &th CPVC have just mocked at the people carrying the burdened of the nation. Shame on the committee.

  9. Very annoyed with 7th CPC recommendation regarding MACP to those who are financially looser due to introduction of MACP on GP hierarchy by the 6th CPC. The CPC has not mentioned about rectification of this great anomaly. Though there are Supreme Court Cases( date fixed on 4.1.2016) on MACP hiearchy, it would not be presumed that SC will give favourable verdict for those loser. Now, the ball is in the Court of Govt., which only can realise the fact.

    Im working as LDC and locating other places, my present eligibility of Transport Allowance is 400 + DA but as per 6 CPC my Pay in the Pay Band croseed Rs.7440/- so getting Transport allowance Rs.800 + DA. At Present total TA getting Rs.1800. But as per 7CPC I will get only Rs.900+DA. which is nor justified by the 7CPC. Kindly take suitable action for correction of the same pl.

  11. It appears that the 7 CPC has not recommended MACP on promotional hierarchy. Abolition of grade pay system is nothing but a eye wash. Grade pay system is only renamed as level pay and subsuming gp with the pay. As regards MACP, earlier it was on immediate next grade pay and now it appears that it would be in the immediate next level. It is so confusing. It appears that MACP would be on next level hierarchy and not not next promotional hierarchy. The problem does not pertain only for LDCs and UDCs but for all ranks both gazetted and non gazetted. If it is so, the matter is very serious and requires to be fought at all levels.

  15. very disgusting thinkiing of 7th cpc committee because the committee does not think about the group c the ploicy of committee is to break down the moral of group c and treat like a bandhua mazdoor. My dear friends this is the time to show the power of all group c staff specially to the ldc and udc

My dear frinds one thing is in mind that all of the staff selected by staff selection commisssion and servind in many departments but all are central government staff , but why some of them which are posted in income tax accounts etc are getting earlier promotion and benefit of limited departmental exam but some of them in other departments are not getting these type of benefits . This is totally unjustice,

In our APR we must given brief description of our duties, in which, we LDC / UDC are clearly mentioned our duties briefly and it is also verified by assessing officer and reviewing by reviewing officer. So why not we use this official document in favour of our demands. LDC in subordinate offices do not engage only diary and despatch . They actually engaged in different types of important work such as Pay bill preparation, Income tax , TDS, Party bills, Service book maintained, cash handeling,LTC bill , Budget preparaion , Leave records maintained, drafting , file put up etc and it is reflected in their APR/ ACR. They do all these jobs in computer. because all offices are fully equipped by only computer.

  22. The Chairman of 7th CPC is totally mad. The sensibility / responsibility in respect of LDC / UDC Cadre to 7th CPC is Zero. BHAGWAN budhape me unko sadbudhi de!

My initial appointment to the post of LDC under CSCS cadre was on 18.03.1987 in Ministry of Industry, Udyog Bhawan, New Delhi after going through the Clerks' Grade examination'1985 conducted by SSC as one of the recruiting agencies. However, having tendered my technical resignation from CSCS cadre I Joined to the similar post in subordinate office in Kolkata under M/o MSME..During my service tenure at here since 02.08.1988, I was considered only one promotion to the post of UDC in last 14 years back( i.e in Dec'2001) and the subsequent financial benefit of 2nd MACP was ironically awarded to me in the PB-1 with G.P Rs.2800/- w.e.f 01.09.2008 in stead of Grade Pay @ Rs.4200/ as per MACP norms. On the contrary, besides the UDCs under CSCS cadre, the same category of employee under NFSG who rendered 5 year service or more, 30% of that category of post has also been upgraded by granting Grade Pya @Rs.4200/- in PB-2.. Fortunately,the undersigned was nominated by the department located in New Delhi to undergo the "Cash & Accounts " training for 2 months from the most prestigious Govt. Institute namely ISTM, New Delhi in 150th batch and secured 7th rank (91%) out of 34 employees of UDCs and Assistants under CSCS cadre nominated mostly from different secretariat offices in New Delhi.Most of the candidates under CSCS cadre were behind of me ..In this regard, I am glad to apprise that my department was pleased to appoint me to the post of Senior Accountant in PB-2 scale with GP Rs.4200/- on deputation basis for 5 years continuously and the tenure was complete in the middle of last year .In subordinate office , we ,the employees whose promotions are not being measured through LDCE rather consider us through seniority cum fitness basis .While the candidates irrespective of cadres are selected through open competition through the recruiting agency of SSC and the level of competency, sincerity ,education (mostly graduate and above) and industrious in nature, are identical to perform the official works smoothly through the latest devices, it is expected that in order to obviate the anomaly as well as avoiding of one eyed treatment , Govt would definitely show his magnanimity and consider the appeal as demanded by the aggrieved employees through the platform of esteemed good association and others. Pl favour the right justice to all eligible employees of LDCs/UDCs in subordinate offices also.
