.Sub:    Request for a personal audience with a delegation of this Association.

       Sir,
It is humbly submitted that Administrative Staff in NSSO Offices are aggrieved with several genuine problems after implementation of 6th Pay Commission. These issues have been brought to the notice of the respective Administrations immediately after implementation of the 6th Pay Commission by this Association and pursuing for the last 6 years but any decision to settle them has not been taken so far. We therefore, request you to please allow a delegation consisting 5 members of this Association to appraise you of the issues as given hereunder personally any time during 1st week of April 2015

1.         Appointment of Administrative Officers in FOD Regions:
 Implementation of the 6th CPC had disturbed the balance of pay scale/cadres in administrative section of NSSO Offices in view of the merger of the pre-revised pay scale 4500-7000, 5000-8000 & 5500-9000 and as a result the posts of Gazetted Office Superintendents/Section Officer with 5500-9000 in FOD had to be downgraded to the level of non Gazetted Assistants. But any serious efforts to appoint Gazetted officers in place of Office Superintendent in these offices have not been taken by the FOD. Resultantly, UDCs/Assistants are forced to do the duties of routine Administration/Supervision without any additional remuneration. And the Gazetted Field SSO has been entrusted the duties of DDO and In-charge Administration without having any knowledge of routine Administration/rules and regulations. In other Government of India Offices Administrative Officers were getting pre-revised pay scale of Rs. 7500-250-12000/8000-275-13500 and the pay scale of Assistant Administrative Officer was Rs. 8000-275-13500/6500-10500 and as such merger of these pay scales by the 6th Pay Commission has not affected there. It is worth to mention here that this Association has been demanding appointment of Administrative Officers with pre-revised pay scale 7500-250-12000 in FOD Regions because the nature of duties/responsibilities assigned to the Office Superintendents in FOD Regions are equivalent to the duties/responsibilities of  Administrative Officers in other Government of India Offices. And yet, no decisive action on the matter has been taken even after a lapse of 5 years.

2.         Implementation of  Cadre review of Administrative Staff before 7th CPC.
 Despite of the strict directions of the successive pay Commissions for periodical cadre review, not a single cadre review in respect of Administrative Staff has been made since the very inception of the NSSO Offices. Consequent to our Association’s repeated requests a proposal for cadre restructuring was sent in the year 2010 but the same is not finalized till date. In the mean time the cadre restructurings of ISS and SSS have been made and it is learnt that a subsequent cadre restructuring of ISS is under consideration.

Due to faulty cadre structure of Administrative Staff, it takes 18 to 20 years for promotion for a LDC to the post of UDC and 12 to 13 years for UDC to Assistant in NSSO Offices. Large number of post of Assistants is lying vacant due to non availability of UDC completed 10 years Service.

 3.         Non filling of the post of AO in FOD due to non finalization of Recruitment rules.
             Large number of posts of AO is lying vacant in FOD Offices due to non finalization recruitment rule so far. Assistants who are eligible for getting promotion to the post of AO are retiring on the post.

4.         Creation of Official Language staff in all Offices with smooth promotional channel
 A proposal for creation of additional posts of Official Language Staff is pending for finalization. It is worth mentioning here that restructuring of Official Languages posts are to be implemented without considering financial implication. But according to information Department of Expenditure has returned the proposal for exaplanation on the creation of additional posts.

5.         Filling up of all vacant posts of Administrative Staff & Official Language Staff: 
 Large number of posts of Assistant, LDC, MTS, Stenographers and Junior Translators are lying vacant in various offices of NSSO especially in FOD Regions. As a result work in the administrative section of FOD Regions suffered badly and the available Administrative staff has to do over time to complete the work there. Appointment of retired Central/State Government Employees on contact basis against these vacancies may be stopped. It has come to know that decision for distribution of more than 50 dossiers of LDC, received from SSC around 6 months back at FOD Hqrs has not been taken so far.

6.         Promotion of Educationally qualified MTS  to the vacancy of LDC as  onetime     measure
:Large number of MTS with higher educational qualification and knowledge of computer are working in various offices of FOD; most of them are doing the duties related to Administration in FOD SROs where no Ministerial Staff is posted. Moreover quite a number of MTS qualified the Departmental examination has not been promoted for non availability of roster points. Thus filling of the vacant post of LDC with educationally qualified MTS may be considered as a onetime measure.
  
7.         Additional Ministerial Staff should be posted in the offices where DDGs posted: 
 DDG posted in RO is equal to the rank of the Joint Secretary entitled with various additional facilities. But no additional staff is posted in the offices where DDGs are posted. Thus the DDG uses the service of Ministerial Staff in addition to the stenographer attached with him to assist in day to day matters. This increases the burden of already burdened limited Ministerial Staff in the FOD Offices. Thus additional staff should be posted in these offices

8.         Granting of Rs. 2400 Grade Pay as 2nd ACP to MTS:
 Several Departments of Government of India including C&AG’s Office has granted Rs. 2400 Grade pay as 2nd ACP to the MTS. But in NSSO Offices MTS who completed 24 years on or before 31.08.2008 has only granted Rs. 2000 as 2nd ACP and Rs. 2400 as 3rd MACP. The decision should be reviewed for granting Rs.2400 Grade Pay 2nd ACP to the MTS who completed 24 years on or before 31/08/2008.
